Opinions of Ahl ul-Jarh wat Ta’deel:

Those who criticized him:

1-    Imaam Shams ud-Deen adh-Dhahabi (D. 748) said:

فيه جهالة
“There is Jahaalah in him (i.e. he is unknown)”
[ Meezaan al-I’tidaal (2/275)]

At another place, he said:

روى عن سيف كتبه، مجهول
“He narrated the books of Sayf (bin Umar) from him, he is Majhool”
[Deewaan ad-Du’afa (1/187)]

2-    Imaam Abu Ahmed bin Adee al-Jarjaani (D. 365) said:

وَهو ليس بذلك المعروف ومقدار ما يروي من الحديث وَالأَخْبَارِ لَيْسَتْ بِالْكَثِيرَةِ وَفِيهِ بَعْضُ النَّكِرَةِ لأَنَّ فِي أَخْبَارِهِ وَأَحَادِيثِهِ مَا فِيهِ تَحَامُلٌ عَلَى السَّلَفِ
“He is not that well known, and the amount of narrations and reports that he has narrated are not many, and in in there is some oddness because of the prejudice that is found in his reports and narrations upon the Salaf”
[ Al-Kaamil by Ibn Adee (5/7)]

Those who praised him:

1-    It is said that Imaam Ibn Hibbaan (D. 354) mentioned him in Kitaab ath-Thiqaat saying:

يروي عن محمد بن أبان الجعفي، روى عنه يعقوب بن سفيان
[ 1/2]

But Haafidh Ibn Hajar al-Asqalaani has explained that this is not the same Shu’ayb rather he is someone else.
[See, Lisaan al-Meezaan (4/247)]

Conclusion:

Shu’ayb is Da’eef ul-Hadeeth or Majhool as Dhahabi said.
